...Friends... What about friends? Well, perhaps... Most of my clients are those I could consider friends, I suppose. The people I meet and interact with each day. They could be my 'friends.' None will be as truly close to me as I was with my dearest Nana, who is now gone from the corporeal world, but alas; it is the price I must pay for my crime. Eh? Why am I with them? How do you know that? You're not supposed to know that! Keep your voice down! Okay, that's better. Right, right. People think I'm a hit with all the fellow recruits, but really, that's not true at all... So, uh, yeah, don't even think of bringing that up again, or you might not live to see the sunrise of tomorrow...
Shion is most definitely not in-line with the other Plague members for sure, though it is possible that she can be friends with some of them. She doesn't get along TOO well with the majority of them, as she does not like the means and ways in which the group as a whole operates, their modus operandi clashes, and as a result it causes tensions. She's quite serious about it, anyways. A bit too serious, and only does the minimum that is required to get by, her main reason for being with the Plague is because it gives her access to knowledge of those who she thinks killed Nana, which is important for this next little tidbit.
I look depressed? Thinking about something? Every day, I mourn the loss of my lover, my sister... Why don't I get over it? ...Don't... I can't rest, and I won't rest, until those murderers have been brought to justice. It is not the same as watching someone you love die peacefully, without regret, and having all the deeds done. It's nothing like that. It was abrupt, sudden, without warning, and worst of all, for no reason. We had done nothing. It was wanton killing, and I demand to know who did it. Now, if you have better things to talk about, do so now, or forever hold your peace.
Shion is a little bit messed up in the head since her little sister Nana was shot dead by a bunch of people she didn't even know. It may even be assumed that Shion's mental state REGRESSED as a result due to the sheer trauma of losing someone she genuinely loved so much, both emotionally and physically. Due to some whisperings and utterances Shion heard after her Persona materialized, Shion was given the name of the group "Dragons," and has since then believed it was them who did it, regardless if it's actually true or not. In fact, in truth, Shion does not know who really did it; if it was even the people she accused at all. If you have a character in mind or play someone or have ideas as to who could have killed Shion's sister Nana (even if it's someone in the Plague themselves!!), feel free to volunteer! It'll be nice!
By the way, in case you couldn't tell, Shion only has one group of enemies - whoever had a hand in the murder of her sister. That's all. You could use this as a potential pivot to question her own loyalties to her group, I don't really care.
You like me? Leave me alone. I listen and wait for no one anymore. People hire me to kill, not to love, or make love, or any of those intimate trifles I can no longer experience, I am no longer willing to experience. So leave me alone. Is it not enough that we can be friends? No? Get the hell out of my sight, before I kill you.
Nana's dead, so Shion doesn't give a flying damn about love anymore. She's fine with being friends with people she's cool with, but that's the extent of it. If you try to be persistent with being flirty or attempt to hit on her too much, she'll get incredibly mad and probably smack you around with her fists or attempt to kill you with the piano wire, so don't do that. Or maybe do that for laughs and giggles, it's up to you. Just be warned that she's an assassin, and has no qualms about killing you if she thinks you need to be killed. Shion also doesn't like it if you ask her about any former boyfriends/girlfriends/whoever; it will make her go apeshit so don't do that either. However, she will easily become friends with you if you are a big big occult buff.

Shion has a two main jobs where she interacts with people - her day job as a jeweler-cum-sales rep at a jewelry store and her every-other-time job as a fortune-teller where she roams around in this case, wearing a very plain blue kimono with a red jacket. Most regular people are more likely to see her as a sales rep; but for those with underground dealings and those who are more street-savvy and know many rumors can definitely encounter her as a fortune teller. Though, she doesn't like people wasting her time with idle chat during this phase. Get your fortune told and then get out; that's her mentality.
Those who see her walking around will get her immediate attention if the name L'Impératrice or the name La Lune Noire is uttered in her presence; she responds immediately to either nickname (or callsign in the former's case). Keep in mind that L'Impératrice is a name most likely only known to other Plague members, while La Lune Noire is the more notorious nickname spread around by word-of-mouth and hearsay.
